What Is TDM?

Transportation demand management (TDM) is the successful compliment to infrastructure. It focuses on understanding how people make their transportation decisions and helping people use the infrastructure in place for transit, ridesharing, walking, biking, and telework.

It is cost-effective in guiding the design of our transportation and physical infrastructure so that alternatives to driving are naturally encouraged and our systems are better balanced.

ATP and TDM

As Arlington County's business-to-business transportation consulting organization, we have worked with businesses, residential communities, commercial properties, hotels, and schools to help them gain a competitive advantage and improve their transportation amenities and commute benefits for more than two decades.

Through a variety of programs, such as Champions, our clients have made significant impacts on commuting patterns, traffic congestion, personal health, and air quality in Arlington County. 

Key highlights from Champions

  • 479 businesses, commercial properties, residential properties, hotels, and schools have participated in Champions since 2014
  • 3000 programs have been implemented through Champions since its inception in 2014
  • 190 employer Champions offer a commuter benefit to employees for transit or vanpool
  • 43 Champion businesses and properties offer partial or full subsidies for Capital Bikeshare annual memberships
  • 210 new benefits, amenities, or initiatives were implemented in 2020—one of the most challenging years for TDM yet

TDM in Arlington County highlights from the 2019 State of the Commute

  • About 41% of Arlington residents teleworked at least occasionally 
  • 77% of Arlington workers reported greater access to worksite commute assistance
    • The most commonly used benefit was transit/vanpool subsidies (42% of workers who had access to commute information had used that benefit)
    • 16% of workers in Arlington took advantage of Capital Bikeshare memberships
  • Access to bikeshare memberships from employers increased from 5% in 2013 to 15% in 2019
  • Arlington residents made 7.5% of their commute trips by bike/walk—more than twice as many as the whole region
